What Is the Great British Insulation Scheme?
Previously known as ECO+, the GBIS was introduced to complement the existing ECO4 programme (link to ECO4 page) and open access to a wider range of households.
While ECO4 focuses on low-income and vulnerable households, GBIS targets:
- Homes in council tax bands A–D in England (A–E in Wales and Scotland)
- Properties with lower energy performance, particularly EPC ratings of D or below

What Home Improvements Does GBIS Cover
Depending on your property, GBIS may fund one or more of the following:
- Loft Insulation – Stops heat escaping through the roof
- Cavity Wall Insulation – Fills gaps between external walls to retain warmth
- Solid Wall Insulation – Internal or external insulation for homes without cavity walls
- Floor Insulation – Reduces draughts and heat loss from floors
- Room-in-Roof Insulation – Keeps converted loft rooms comfortable year-round
- Secondary Glazing / Draught Proofing – Smaller measures in some cases

Who Is Eligible for GBIS?
GBIS has broader criteria than most energy-efficiency schemes, so you might qualify even if you don’t receive benefits.
1. General Group Eligibility
You may be eligible if:
- Your home has an EPC rating of D, E, F, or G
- You are in council tax bands A–D in England (A–E in Wales and Scotland)
- You own your home or rent privately
In this group, you may receive a single insulation measure (like loft insulation). Some households may be asked to contribute toward the cost, but in most cases, the upgrade is fully funded.
2. Low-Income Group Eligibility
You could qualify for free insulation if you:
- Receive qualifying benefits
- Are identified as low-income and vulnerable (through LA Flex or health conditions)
- Meet the same EPC and council tax band rules as above
